The appointment forms part of the Congress party’s nationwide organisational restructuring drive, Sangathan Srijan Abhiyan, aimed at strengthening the party’s grassroots structure and revitalising district-level leadership. The decision was approved by the Hon’ble Congress President and communicated through an official press release issued by the AICC.
According to the party statement, AICC-appointed Observers carried out extensive district-wise assessments, holding consultations with party office-bearers, grassroots workers, and other stakeholders. These reviews culminated in detailed reports, which were subsequently discussed in one-to-one meetings with the Observers and senior party leadership before finalising the appointments.

Sources within the party indicate that Mohd Shahnawaz Choudhary’s appointment reflects the leadership’s intent to bring organisational stability and renewed momentum to the Congress in Poonch, a politically and strategically important border district. The party believes that focused leadership at the district level is crucial for reconnecting with the electorate and effectively addressing local concerns.
Political observers note that the Congress has been seeking to reinforce its organisational presence in Poonch, where sustained grassroots engagement and internal cohesion are viewed as key to rebuilding the party’s influence. The new DCC leadership is expected to prioritise coordination among party cadres, strengthen outreach programmes, and articulate public issues more effectively.
Meanwhile, party workers and local leaders have welcomed the appointment, expressing hope that the new leadership will inject fresh energy into the district unit and contribute to consolidating the Congress organisation ahead of future political challenges.
