POONCH— As the Union Territory of Jammu and Kashmir gears up for its upcoming Panchayat elections, senior political leader Tanveer Ahmed Dar has made a strong public appeal emphasizing the need for educated representation at the grassroots level. The elections, expected to be conducted in March-April this year, are seen as a crucial step in strengthening democratic governance in rural areas.

Addressing the media in Poonch on Wednesday, Tanveer Ahmed Dar expressed his concern over the quality of leadership currently elected to Panchayati Raj institutions. Highlighting the importance of education in effective governance, he urged the government to mandate minimum academic qualifications of Matriculation and 12th-grade pass for all candidates contesting Panchayat elections.

“Our Panchayats are the foundation of democracy in rural Jammu and Kashmir. It is imperative that the individuals we elect are equipped with basic educational qualifications to ensure informed decision-making and better governance,” Tanveer Ahmed Dar stated.

According to him, setting educational benchmarks for candidates is not just a procedural change but a transformative step toward empowering villages with competent leadership. He emphasized that literacy and basic education are essential for understanding government schemes, budget allocations, and development planning, which in turn could enhance transparency and accountability at the local level.

Political analysts suggest that such a move, if implemented, could reshape the dynamics of Panchayat elections in J&K. By requiring candidates to meet minimum educational standards, rural communities may witness a more informed, efficient, and progressive governance structure that could drive socio-economic development in their regions.

The senior PDP leader’s appeal has sparked discussions among policymakers and civil society groups, many of whom support the idea, arguing that educated leadership is crucial for modern governance. Critics, however, caution that while education is important, it should not become a barrier for grassroots leaders who possess strong local knowledge and experience but may not meet formal academic criteria.

As election preparations advance, the government is expected to take a considered decision on this proposal. With Panchayat polls scheduled for the coming months, the debate over educational qualifications for candidates is likely to influence both political discourse and electoral strategies.

He also, reiterated that this is not merely a policy suggestion but a vision for empowered, literate, and accountable leadership at the village level, aiming to strengthen the very roots of democracy in Jammu and Kashmir.
