J&K Govt Mandates Upload of All Offline and Online RTI Applications on Digital Portal:

J&K RTI Online Portal

POONCH MIRROR NEWS DESK JANUARY 15,2026

J&K RTI Online Portal: The J&K RTI Online Portal has been made mandatory as the Jammu and Kashmir government directed all departments to upload every RTI application, whether received online or offline, to ensure transparency and accurate record-keeping.

As per official instructions, all Central Public Information Officers (CPIOs) have been strictly directed to immediately upload RTI applications received through offline modes, including hand delivery, speed post, or any other physical means, onto the designated digital platform.Officials said the J&K RTI Online Portal will help applicants track RTI requests easily and improve transparency under the RTI Act, 2005.

The directive, issued on January 12, 2026, by the Public Works (R&B) Department, follows observations that several CPIOs were not uploading offline RTI applications on the portal. Officials noted that such lapses were resulting in discrepancies within the RTI database and creating avoidable difficulties for applicants, particularly in tracking the status of their requests.

The online RTI portal was launched by the General Administration Department on December 10, 2024, with the aim of making the RTI process more transparent, efficient, and citizen-centric. The portal enables applicants to submit RTI requests electronically, track their status in real time, and receive replies online, thereby reducing the need for physical visits to government offices.

Officials further stated that the portal maintains a comprehensive digital record of all RTI applications received, as well as appeals disposed of by the First Appellate Authorities (FAAs). Departments have also been instructed to upload details of offline applications in a manner that allows applicants to track their requests using the IPO number or postal consignment number.

The administration emphasised that strict compliance with these directions is crucial to maintaining the integrity and accuracy of the RTI database and to upholding the true spirit of the Right to Information Act, 2005.

The move is being viewed as part of the Union Territory administration’s broader push towards digital governance, improved accountability in public offices, and seamless access to information for citizens.
