Union Home Secretary Jammu security review meetings were held in Jammu on Tuesday as senior officers of CRPF, BSF and the J&K Police reviewed the security situation.
Union Home Secretary Govind Mohan on Tuesday held separate meetings with senior officers of the Central Reserve Police Force (CRPF), Border Security Force (BSF) and the Jammu and Kashmir Police in Jammu, and will chair a joint meeting of all security and intelligence agencies on Wednesday to comprehensively review the security situation in Jammu and Kashmir, with a special focus on ongoing counter-terrorism operations, strengthening the counter-infiltration grid and identifying overground workers (OGWs).

According to sources, the Home Secretary held separate meetings with top officers of the CRPF, BSF and the J&K Police at the Jammu Convention Centre and took a detailed briefing on the ground situation. CRPF Director General G.P. Singh, BSF Director General Praveen Kumar and J&K Police Director General Nalin Prabhat attended the meetings of their respective forces. The BSF and CRPF chiefs arrived here from New Delhi earlier in the day to participate in the security review meetings. A separate meeting with the Army is also learnt to have taken place.

Sources said that the Union Home Secretary will chair a joint security review meeting of all security and intelligence agencies on Wednesday before returning to New Delhi in the afternoon. They said that the Home Secretary wanted to understand the perspectives of all security agencies engaged in counter-terrorism operations and counter-infiltration measures in Jammu and Kashmir, which is why separate meetings were held with the heads of the CRPF, BSF and the J&K Police, with a detailed review of ongoing operations, particularly in the hilly areas.

In the Jammu region, the Army is engaged in counter-infiltration measures along the Line of Control (LoC) in Poonch and Rajouri districts, as well as in Baramulla and Kupwara districts in the Valley, while the BSF is guarding the International Border (IB) with Pakistan in Jammu, Samba and Kathua districts. The Army, CRPF, J&K Police and the Special Operations Group (SOG) are carrying out counter-terrorism operations in various areas of the Union Territory, especially in the hilly belts of Doda, Kishtwar, Kathua, Udhampur and other districts, where some foreign terrorists are believed to be hiding.

Sources said that during the joint security review meeting on Wednesday, involving all security agencies, including the J&K Police and intelligence wings, strategies will be worked out to intensify operations to eliminate terrorists hiding inside the Union Territory and to further strengthen the counter-infiltration grid to bring infiltration attempts from across the border down to zero. The Union Home Secretary’s Jammu security review focused on counter-terrorism operations, infiltration attempts, and dismantling of overground worker networks across the Union Territory.

It is understood that intelligence officers in Jammu and Kashmir also shared their assessment of the situation, particularly with regard to intelligence gathering and the role of overground workers (OGWs), who help terrorists by providing food and other essentials and facilitating their movement from one place to another during the harsh winter months.

Security agencies believe that dismantling the overground worker network will help in neutralising terrorists, who cannot survive for long without food, clothing and other basic necessities. They said efforts in this direction are already underway.

In recent weeks, security forces have been involved in a series of encounters with terrorists in the high-altitude and remote areas of Kishtwar, Kathua and Udhampur districts. However, no major infiltration attempt has been reported along the Line of Control or the International Border during this period.

An increase in drone activity has also been observed along the International Border and the Line of Control, with intelligence reports suggesting that terrorists are attempting to exploit dense fog conditions to facilitate infiltration.

The visit of senior central officials to the Jammu region under the leadership of the Union Home Secretary comes in the wake of a high-level security review meeting chaired by Union Home Minister Amit Shah in New Delhi on January 8 to assess the security situation in Jammu and Kashmir. The meeting was attended by Lieutenant Governor Manoj Sinha, senior officers of the Ministry of Home Affairs, paramilitary forces, intelligence agencies, and senior civil and police officials of Jammu and Kashmir.

While reviewing the efforts of security agencies to strengthen the security apparatus in Jammu and Kashmir, Shah had said that counter-terrorism operations targeting the terrorist infrastructure and terror-financing networks must continue in mission mode.
