The move aims to enhance transparency, efficiency, and public access to notarial services. The Department of Law, Justice & Parliamentary Affairs, in its circular, instructed the Directors of Litigation in both Jammu and Kashmir divisions to constitute inspection teams under the supervision of District Litigation Officers. These teams are tasked with on-ground verification of all notaries in their respective districts within a week. The directive emphasizes accountability. Any discrepancies, irregularities, or rule violations identified during inspections will be reported to the department.

Legal action will follow as per the Notaries Act, 1952, and the Notaries Rules, 1956. All government-appointed notaries are required to cooperate fully with the inspection teams within the stipulated period, failing which action under the law will be initiated.

Officials highlighted that making all notary-related information publicly accessible will strengthen transparency, accountability, and efficiency in governance.

The circular also reiterated existing compliance norms, reminding notaries to submit annual details of their notarial acts in the first week of January and to apply for timely renewal of their Certificates of Practice. Lapses in these duties will be addressed strictly under the new digital framework.


The order, referenced LAW (Notary) 50 of 2021, has been signed by Binni Kumar, Assistant Legal Remembrancer, and circulated to all relevant authorities and notaries.
