The Jammu and Kashmir administration has moved to assert control over its notarial apparatus, ordering physical verification of all government-appointed notaries and setting in motion the launch of an Online Notary Portal a twin-track initiative that officials say is designed to plug regulatory gaps in a system long seen as vulnerable to lax oversight.

According to a communication issued by the Department of Law, Justice and Parliamentary Affairs (Notary Section) on Monday, inspection teams have been constituted under the Directorate of Litigations to carry out on-ground verification across the Union Territory. The move follows what the government describes as significant non-compliance with an earlier circular dated January 2, 2026, which required notaries to submit specific data for registration and verification.

Officials familiar with the matter said many notaries had failed to furnish the requisite information, prompting a fresh directive – this time with a firm deadline. The Directorate of Litigations has been instructed to ensure that all pending information is provided within one week. The matter, the order states, is to be treated as Most Urgent.

“But the circular also carries a sharper warning. The government has made it clear that once the Online Notary Portal becomes operational, no claim for registration will be entertained outside of it. The message to existing notaries is unambiguous: comply now with the verification process or risk being excluded from the new digital framework entirely.

All notaries appointed by the Government of Jammu and Kashmir are duty-bound to extend full cooperation and requisite assistance to the inspection teams,” the communication said, underscoring the mandatory nature of the exercise.

Legal practitioners in the region said the move signals a broader intent to digitise notarial services and centralise records a shift that could, over time, enable real-time monitoring and reduce the scope for impersonation or procedural irregularities. “The absence of a unified database has been a persistent problem,” said a Srinagar-based lawyer who spoke on condition of anonymity. “If implemented properly, this could change how notarised documents are tracked and verified.

“The government has circulated copies of the order to the Office of the Chief Secretary, all District Litigation Officers, concerned notaries, and the department’s website wing for immediate uploading a step officials say is aimed at ensuring wide awareness and strict enforcement.

Yet questions remain about implementation. Inspection teams have been constituted, but their capacity to carry out physical verification across the Union Territory within a compressed timeline has not been detailed. Nor has the government specified what “serious implications” notaries might face for failing to comply though officials privy to the discussions said continuation of notarial recognition could be at stake.

For now, the administration’s position is categorical: compliance is not optional, delays will not be condoned, and the notarial system in Jammu and Kashmir is headed for a decisive overhaul. Whether the machinery on the ground can match the intent and whether the notaries themselves will fall in line remains to be seen.
